Family sponsorship Ontario health card

I am sponsoring my wife and I just received a letter that I was approved as a sponsor.
The letter says this: You have met the requirements for eligibility as a sponsor. The Application for Permanent Residence (APR) for your relative will be processed separately and he/she will be contacted shortly.
My question is can I use this letter to apply for her health card, or is there another letter coming ? Is this approval called "approved in principle ?"

It really depends. The likelihood is that AIP should come soon after SA. But no one can say for sure.
