It can take 3-4 months sometimes. Did you track your package and it was received at the IRCC office?
Anyway I would call them and find out if they have it or not. Try to call early in the morning and be ready to redial many time until you can get through to an agent

Did you send your application via registered mail or a courier? I sent my wife's application in Hong Kong via FedEx and at least this one I get notified when it gets to the processing centre
