That's atrocious behaviour by MP if they 'refused.' There's not much they can outright do, but they can write to the minister and inquire.

If your MP doesn't help - write to MP/minister/critic from other party. Write to a couple ministers. Etc.
Well, in fact, my MP's office called to IRCC regarding our PR case, got the response that 'backgroud check is in progress' and replied
They have informed our office that background verifications are being complete. These consist of security and criminality which our office is not authorized to intervene with.
I also wrote to: The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship:
With regard to your spouse’s application, IRCC records indicate that this application is in actively being processed. Although I am unable to provide you with a timeframe for the completion of this application, please rest assured that applicants will be contacted should any additional information be required, or as soon as a final decision has been made.
I wrote to: The Honourable Karina Gould, Minister of Families, Children and Social Development:
I regret to learn of the difficulties you and your family are experiencing. As you may be aware, your request falls under the responsibilities of the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship. I encourage you to follow up with his Office directly.
I wrote to: The Right Honourable Justin Trudeau, Prime Minister of Canada:
While I sympathize with the situation you describe, I hope you will understand that he is unable to personally intervene or provide you with direct assistance in this matter. That being said, I have taken the liberty of forwarding your correspondence to the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, for information and consideration.
I wrote to: The Honourable Pierre Poilievre, Leader of the Conservative Party of Canada:
While we sympathize with your situation, we must explain Mr. Poilievre is not in a position to intervene. Those who want to come to Canada deserve a plan that provides clarity, certainty, and a process that treats they with dignity, compassion and respect. But the Liberals’ record when it comes to immigration is one of failure, mismanagement, and backlogs that last for years. Under Conservatives, Canada had the best immigration system in the world. We will continue to hold the government accountable for ensuring a fair, orderly and compassionate immigration process.
I wrote to: Canadian Human Rights Commission:
We are sorry that you are experiencing such difficulties. We have carefully reviewed your email and unfortunately it does not appear that the Canadian Human Rights Commission can deal with the issues you are raising. We would encourage you to contact Immigration, Refugees and Citizenship Canada as they may be able to help you.
The only person (Minister) I didn't write to is the new Minister of Immigration The Honourable Marc Miller. But I don't know what to tell him, it's absolutely useless...

Well, then they didn't, as you wrote "[refuse] to help via e-mail".

Keep at the Minister's office and your MP. That doesn't mean every two days but regularly.

Unfortunately with security issues - if that's what it is (and it sounds like it is) - it will mostly be out of their hands.

You have the gcms notes request and mandamus in process, see where those lead.

I think they clearly said there's nothing they can do. And every future e-mails will get the same response. I think the only way to appeal for any help is to talk to someone from their office in person...
Unfortunately with security issues - if that's what it is (and it sounds like it is) - it will mostly be out of their hands.
There should be someone who can push CBSA and CSIS. At least send them a follow-up message. Because I don't believe that they need N years to check everything and prepare the report. Most likely our case is waiting somewhere in a dusty corner...
