You and "ALL YOUR FAMILY MEMBERS" who are not already Canadian citizens or permanent residents must fill
out Appendix C and undergo and pass a medical examination, whether they will be joining you in Canada
or not. Make enough photocopies of this page for your needs before you start filling the boxes.

I wish to know who specific are these family members they are telling here.

The principal applicant and any dependent children.

So if your spouse (Canadian PR or citizen) is sponsoring you, and you have one child from a previous relationship, both you and your child need to get the medical exam, whether your child will be coming to Canada or not.

Does this section: "Supporting Documents for Sponsored Persons (Principal Applicant and all Family Members)": [provide photocopies of passport] "of all family members"
I interpret this that, if the person being sponsored has children they must provide the documents of those children whether or not they are accompanying. Does the section (and any other sections that include information of all family members) only refer to children? Or does this refer to parents, siblings, grandparents, cousins, et cetera?

An applicant’s closest relatives, in the context of an application to CIC. It is defined as a spouse or common-law partner, dependent children, and their dependent children.

Family member has a special definition for CIC. It means (for a spousal sponsorship) the sponsor's spouse or common-law partner or conjugal partner, plus any dependent children. It does not include other family, such as parents, siblings, grandparents, etc. However, for the Additional Family Information form, CIC does want you to list your parents, all children, and all siblings. Think of this as CIC asking about additional family.
