Hi,
In IMM0008 question 3 asks for "Indicate the total number of family members included in your application. This includes yourself and any family members, regardless of whether they intend to accompany you to Canada or not."

Does that mean I have to include, sisters (live in Germany)/brothers/father/step-mother (live as citizens in Canada) /common-law spouse, in the final number?
The istructions guide is not very clear on that.

Have a look at the guide again; in that sentence, "family members" is actually a link. http://www.cic.gc.ca/english/information/applications/guides/3999Etoc.asp#family

Family members are " spouse or common-law partner, your dependent children and any children that are their dependent children".

If your spouse is your sponsor, then s/he isn't included. If you have no children being sponsored, the answer is 1.

I have a similar question.

My wife is Canadian citizen by birth, living with me in Germany, with our two kids, both having dual-citizenship german/canadian.

Do I have to include my kids in Form IMM0008 and do they count for question 3 about the number of family members? These forms really drive me crazy.

No, you do not need to include your children in IMM0008 form if they are Canadian citizens. That form is for the ones that immigrate to Canada. And on question 3, put 1 (just you).
The only form you need to include your children is IMM5406 (additional family information).
