Family Class (Parents); Help plz on Change of Principal Applicant

Hello everyone,

Seems this is a grt forum for info and guidance.
I am looking for a bit of both here!

My Sis in Law (Natlzd Citzn) applied for her parents (in 08) and last week she got letter saying now her parents' need to send in the applications (IMM0008, 5406,5669 etc.).

At her initial application in 08 she had her Dad as the one who is gonna be the principal app. Then in early this year she sent in some documents changing it to be her Mom. But she never got any acknowledgement letter or anything clarifying they changed info or accepted the docs she sent.
She says the online 'system' info that she could access for case tracking still has the Dad as the one who is to be principal app.

Now that the parents need to fill in and send the applications, the prob is whom to fill as principal?
My advise is to make it her Mom, 'cos she has sent in the info for the change already.
Also I think we cannot rely on online case track 'system', 'cos all what it may have is the info sent in with the initial (sponsorship) app. set, and it may not get updated at all till the case proceed still further.

Any thoughts?

PS:
They changed the principal app. 'cos some sudden health concerns of Dad made it necessary, mostly if the case processing were to drag a looooong time. It seems the processing is being fast tracked now with the recent policy change announcement.

Changing the principal applicant was pointless you realize. If either the principal or the dependent fail the medical, both are refused. I would go with the original principal.

The problem is, on top of the health concerns (mostly ok now), Dad is refusing to leave his 'homeland'!!
He wants to stay with his siblings and the daughter there will also care for him. But we want the Mom (who is much younger) to have the opportunity to come to Ca.!

Do they allow for just one to get PR? with the other partner stay back?

If so how can we now change the principal app. to Mom?

If they issue the visas to both of them, then your father doesn't have to use his, if he doesn't want to go to Canada.
