Yes, you should not falsify any information and you should apply only and only if you perform majority of job duties for your NOC code. If you are close it is OK to highlight a certain aspect of job.
For example, say you work as software team lead and several of job duties for 0213 matched except budgeting and hiring staff, you also do lot of software development. In this case if you get your actual experience letter IO might confuse you with 2173 NOC code. In this case you should get an experience letter which does not say much about coding responsibilities but highlights your managerial duties. If you could get budgeting and hiring in your experience letters, good for you. But do make sure that you submit additional documents like your org chart showing your direct reports, salary slips to prove your job and anything else which can help give IO confidence about your candidacy. Just remember, little lie can go with lot of truth.
Audits, interviews, site visits do happen randomly and you should be ready of these but I dont think they are that frequent. But if they catch you, you might be never allowed to get Canadian PR. Decide based on above facts, I understand your dilemma. Best of luck
