False claim by officer

I came across few people where during the interview the VO has claimed to call the university, work place HR, etc... for verification and to identify the job role.

However later on when they cross check nothing has happened.

Is this true or do they tell a false fact to make you confused.

Which one is true???

If they are really telling false fact to make applicant in confusion. Can we accuse them for misrepresentation in Federal court?

They have every right to call any place that you mentioned in your application. Maybe tjey tell that they called just to check your reaction and to see if an applicant is lying about something. Nothing illigal here by me.
