I got the invitation from PGP but my parents decided not to apply for PR this year due to some personal reasons. However, they still want to apply for PR in the future. So in this case if I am not submitting an application this time will my ITS(Interest To Sponsor) return to the lottery pool? Or I need to re-submit the ITS again once the pool opens up in the future?

You need to resubmit when PGP opens up to those who didn’t apply in 2020.
 
I see thank you Naturgrl. One more follow-up question. Giving up the invitation will not bring any negative impact on future applications or reduce the chance of being invited again right?

You will need to re-submit once the ITS is open up again. And you will need to hope for luck in being picked in the next up coming lotteries.
So it's unknown if you will be picked again.
