From what I see only Toronto and Ottawa are slow maybe because Montreal embassy is closed but other embassies like Calgary and Vancouver are processing very fast

I called the NVC and they told me my application is under admin processing Sevis fee payment receipt missing. I did provide it though god know I am sending it again now. But no change in portal

Normally I had to argue that consulate gave me your number etc and then they gave me the status
