I think this is clear:

"Under section A11.2, an officer may not issue a visa to an applicant who did not or does not meet the Express Entry minimum entry criteria (MEC) or did not or does not possess the qualifications for which they received their CRS score at the time when

the Invitation to Apply (ITA) was issued; or
the e-APR was received by IRCC."

i have another question was wondering if someone can help.

During my 2 years of experience i went back home for 1 month and 5 days , would that be a problem when it comes to continuous experience ?
anyone had a similar case .i've heard someone got rejected for this reason.

Good find!

If people receive their ITA before they complete let's say one year of work experience they would have to wait until they actually complete it to send their eAPR.

For me it still means you have to reach your complete year at the moment of ITA. It says the visa can not be issued if it doesn't happen at the moment of ITA or at the submission of e-APR.

I think this is really risky and I'm sure that there are strict VOs who would understand this rule like me. I wouldn't encourage anybody to accept an ITA before reaching the complete work experience. (Unless the advisor is a visa officer)

This is what i'm saying. Once people wait to actually complete their 1 year of experience (for example) they can submit their e-APR as they would meet the qualifications in which they received their CRS score.

Submitting the e-APR before that is obviously a mistake that could lead to rejection.

I have to agree with Avisad on this one.

I think you will get the point for 4th year. The system doesn't wait for the 23-Mar-2017. you should get the points automatically sometime in Feb-2017 itself.
