Extenuating circumstances under pr

Hi,

Thank you for your time in advance.
My friend's pr expires in March of 2019.
He needs to stay here the remaining time on his pr before it expires to fulfill his 730 days requirement. His mom is diagnoised and being treated for cancer right now. He really needs to go back to see her.
I would like to know if a pr person who is currently in Canada has any extenuating circumstances to leave and come back.

Yes there are provisions for H&C circumstances. The issue may be what did he do for the first 3-4 years. Did he delay moving to Canada? This is why it is such a risk to move to Canada after 2-3 years after a soft landing. You never know what can happen.

He has been here on and off bc of his own issues back home.
I believe he first landed here in 2014.
