Hello

I am a third year international student from Mexico studying at UBC Vancouver. I need to extend both my Canadian Visa and my Student Permit. Which should I do first?

Can I do both at the same time if I go to a Canadian Embassy in the US?

How long would it take if I do it in person vs if I send my papers by mail?

You'll need to extend the Canadian Visa first, then extend your study permit.

I'm not sure the proces on the Canadian Visa, but you can extend your study permit online, and that takes about 4 weeks.

1. No, the OP should extend his study permit first by applying to Vegreville, either on line or by mail. Then once s/he has a new study permit, then apply by mail to the Seattle office for a new TRV. Mail time for Seattle, between 1 and 28 days.
 
If you decide toapply to Seattle for the TRV by mail, note that the regular mail service can add up to two weeks to the process. And they will send back your passport using the regular mail if you do not request them to use a commercial courier. The only commercial courier service accepted at Seattle is FEDEX. I recommend that enclose with your application a completed air waybill and a return courier envelope for FedEx.
