Hello peeps, I am currently an international student doing a second masters in Canada, I previously have a master's degree with work experience, I will like to know if it's possible for me to apply for the express entry with my previous masters degree while am still doing my second masters in Canada here. Pls note am currently on study permit

Not sure what you mean. You are eligible (67 points or more) & high enough CRS score you will get ITA. Profiles are only valid for one year. If you got an ITA in 2015, it must have been submitted within a set timeframe.
