Will work experience time still count until I receive ITA or just until I submit profile? Because I would like to submit profile 2 weeks before I get enough one year work experience.

That being said i'm not a fan of creating a profile before meeting the MEC (minimum entry criteria).
This is exactly why I don't recommend creating a profile before meeting the MEC. You now have to choose whether you want to proceed knowing you didn't meet the meet at the time of the ITA or not.+1

No - you need the MEC (1 year full time or part time equivalent) at the time of the ITA. Asking the same question repeatedly won't change the answer. As DelPiero says some people in your situation have proceeded to submit a PR application and their failure to meet MEC has been missed/overlooked by IRCC, but it is not guaranteed. That IRCC decision could be some weeks/months into the application process. Its up to you if you want to risk proceeding.+1

I started working at my full time job on 19th July 2017 and applied for work permit on 20th July 2017. I received my work permit on October 3rd. Will I be able to apply for express entryafter July 20th 2018 as that's the date I applied for work permit?
