So, if the quota of CIC in 2015 is 47000-51000 immigrants under FSW plus the PNP and out of that say about a 1000 people have a validated job offer, where do you think the rest of immigrants will come from?
I haven't looked up a reference for these two years but after seeing this, it is hard to believe the numbers suddenly dropped under 1% in 2013 and 2014.

Assuming a good percentage of approved LMO's also got work permits (i guess those should be easily over half).
Update:
Here are numbers for total work permit holders entering Canada. Total at the bottom for each year is at least 80k total. Please keep in mind that a lot of successful LMO's don't get work permits. But there are a lot of people who do not need LMO's due to many reasons e.g. they studied in Canada, their spouse is studying or has an LMO based work permit in Canada or they are a post doc or something which are LMO exempt.
