Express Entry without ECA....(ECA Problem...Please help)

Hello guys,

I'm a person who studied at two US universities during the past four years.
I have a high school diploma from US too. (I'm not originally from USA)

I faced a problem.

I want to apply for express entry federal skilled worker program.
I have enough language exam scores and work experience. I have a job offer from a Canadian employer as well.

HOWEVER,
The university I have attended is not releasing any transcript due to debt. I have about 20k unpaid debt.
This makes me impossible to get any ECA.
I didn't finish my degree at that institution. I attended that institution but I got no degree.

I ran to Express Entry assessment tool on Canadian government site and just put High School Diploma as the highest credential I earned and didn't mention about the college education. But, the assessment tool still says I got enough points to be qualified for express entry.

In this case, what would you recommend me to do?
Should I just apply as a high school grad and avoid even mentioning my college education?
or should I put my college education info and explain the authorities what's going on?
Does Express Entry program require ECA for an unfinished degree at college? I spent four years at universities but ultimately, I left USA before I finish my degree. If they don't require ECA assessment for unfinished degree, can I still put "Bachelor OR Three Years at Universities" as my highest education on my profile? As long as it will not ruin me with ECA assessment, I can do this for getting more points.

American universities I have attended costed me $40,000 a year. I spent pretty much all of my money. Now they're refusing to release any document before I give them an additional $20,000. Honestly, I can't give them that much money right now. This debt is supposed to be paid in ten years. I don't know what to do.

Here are factors that still qualify me as an express entry applicant:
- I can send my high school transcript and diploma for ECA assessment.
- I have good score from CELPIP and below-average, poor score on TEF French exam.
- I can bring more than $35,000 to settle in Canada.
- I have job offers from Canadian employers.
- I have more than two years of work experience.
- I'm currently in Canada. I'm waiting for my work permit to arrive.
- I'm in my early 20's.

What's my chance on getting a permanent residency card through express entry program?

Please help.

You can skip the ECA process if you have enough points to be selected under Express Entry. No - you cannot say that you have Bachelor of three years at a University" as your highest level of education without an ECA. You must select secondary school.

Note that you will only get the 600 extra points for having a job offer if you have an approved LMIA.

How many points to you have? Do you have an approved LMIA?

Thanks for your response.
My employer will try to get an LMIA now.
I have at least four employers who are interested in hiring me. The fields include: general labor, office manager, art tutoring, and so on.

It's is extremely unfair to be a high school grad after spending nearly two years to get into top 50 schools in USA and four years as a university student. But this is how the "generalization" works.... It's ironic considering American universities have higher academic reputation.
I should have attended a Canadian university instead........

I don't know how many points I have exactly. I used "Determine Your Eligibility" tool on Canadian government site and put above information.
I'm in my early 20's by the way. That gives me more points too.

Any more opinion on this?

I would like to hear more opinions, ideas, tricks to work around this.

I have invested 100,000 USD on my college education. Now, ECA will make me a high school grad with no college education.

and does "Valid Job Offer" mean only the job offer which passed LIMA???

I have several friends who can work with me.

if "Job Offer" in Express Entry only refers to LIMA-Passed, foreigner-prepared job offer, I should ask several of my friends to file LIMA for me as soon as possible.
Is that the case???

Also, what kind of job will easily pass LIMA???
For instance, can a simple labor job pass LIMA proven not many Canadian people are interested in doing it?
or should I be hired as a computer web designer? music tutor? language tutor?
Which would you recommend?
LIMA process takes one month now. I want to make sure I apply with a job that passes it and not waste too much time for that.

Yes - valid job offer means you have an approved LMIA. The job also has to be skilled (NOC A, B or 0) - so a simple labour job won't qualify. I think you'll find it difficult to get an LMIA approved for a web designer role - but you can certainly try. I think you'll most likely find it impossible to get an LMIA approved for a music or language tutor. I wouldn't bother trying. Expect the LMIA process to take 3-6 months (not 1 month).

Thanks for your continuous response.

I really appreciate it.

Canadian government website says, a work permit takes only 1 month for people from my country.
If that's the case, it's not bad....

I'm also a performing musician, composer, music arranger. It looks like Music Composer is classified as skill A (5132 Conductors, Composers and Arrangers) See here: canadavisa.com/immigration-eligible-occupations.html
In this case, can I get LIMA approved easily?
I have friends who own music studios here and they can file LIMA for me.

Also, the labor job I talked about is landscaping.
8255 Contractors and Supervisors, Landscaping, Grounds Maintenance and Horticulture Services (canadavisa.com/immigration-eligible-occupations.html#EoAEFx5iRE5Hpo28.99) landscaping is included in Skill A.

See here: www5.hrsdc.gc.ca/NOC/English/NOC/2011/ProfileQuickSearch.aspx?val1=8255

It requires only a high school diploma. I can try this with my current employer for sure.

Can I submit Express Entry profile without a completed LIMA?
I mean, can I submit my Express Entry profile and LIMA at the same time? I want to submit Express Entry profile today and my friend will also file LIMA tomorrow.

Lastly, can I file several LIMA at a time? I want to try out both Music Composer, Landscaping at the same time because there's a chance that one of them will fail.
