Hi Experts,
I have a query and wish if someone can resolve it. Should we apply for EE if CRS is less than 400 points and then try to improve CRS by improving IELTS? Would it have any negative impact or we will just need to modify our improved language scores in EE profile? Thanks in advance.

And what is preferred? To improve language score then apply or apply with LOW CRS but then work on language and update it later?
 
One more thing please, my NOC code is 2147 and having 5 years of experience, I have calculated my CRS points using CRS tool and its giving me total of 423 even if I manage to get IELTS L:8, R:7, W:7, S:7 .

Please suggest how can I improve my CRS points? Thanks in advance.
 
You can create EE profile at anytime with any score, and I personally suggest you do so, even at less than 400 pts you have a chance (if you managed to get a job offer or a Pnp), and you can continue trying to improve score

Means to improve score:

Improve language test results for you and spouse
Go for French if you or your spouse can
Gain more years of work experience (if you haven't completed 3 already)
Get a higher degree like masters or Phd

"Newcomer's Canada Fair was on May 7, 2016 in Edmonton. Its entitled Express Entry, a New Way of Attracting Skilled Immigrants and it was posted on youtube by a viewer.
In it, the IRCC presenter says that there will be larger draws starting in Sept/October 2016 of between 2000 and 2500 per bi-weekly draw and the ranking scores for ITA will drop below 400 points. This is because 180,000 is the quota for 2017 and all of the paper-based economic applications that have been submitted prior to EE, will have been processed, therefore IRCC will have to dip lower into the EE pool to meet the quota..."

Don't mean to sound pessimistic but I find this very hard to believe

After April 20th 468 draw the lowest score was 482, thats almost 3 months of people submitting profiles with scores up to 481, so can you imagine how many people are sitting between say 460 and 481? A huge number I assume, for them to be selected you need 1500 ITAs per draw, which leaves little hope for scores below them and almost none for the ones below 450
This is based on nothing but my assumptions but its the most realistic view

I understand your point, but the IRCC presenter talks about bi-weekly draws with 2000 to 2500 invitations each. If he says the scores will go down below 400, I would like to believe he knows what he is talking about as a representative of IRCC. I mean he obviously has inside knowledge, and he is actually speaking at an official event. It is not like a friendly chat or something.

First of all, I don't know who this "representative of IRCC" is, there's no mentioning of his name on the Newcomers fair, I was trying to believe he is somewhat legit until he said the draws will be 2000 to 2500 and CRS lowered under 400, I was like literally LOL.
