Express Entry under CEC while staying in Quebec

Hi All,

I have a peculiar question regarding Express Entry under CEC. I am currently in Toronto and have a CRS score of 425 with 2 years Canadian Experience. I am currently working under Closed Work Permit. My current assignment will be over soon and my employers are planning to send me to Montreal for the next assignment. I have the following questions.
1) If I move to Montreal, then can I still file my PR under Express Entry (CEC)?
2) If Yes, will it have any negative impact as Quebec has its own separate PR process?
3) My lawyer suggested that I can still go ahead and show my Intent to return to Ontario once the PR is approved. My assignment in Montreal may last for a year. Can anyone tell me the chances of success in this case?
4) What is the best way to show the Intent of settling outside Quebec even after staying in Montreal?

4) What is the best way to show the Intent of settling outside Quebec even after staying in Montreal?
1 - Yes.
2 - One of the requirements to apply under the CEC program is the intent to reside outside the province of Quebec so your application will be assessed in such regard.
3 - Your intent to reside outside of Quebec will be assessed during the processing of your application, you will receive a request to provide a letter of intent in which you must make an argument and provide proof (if any) that you are not planning on residing in Quebec. I'd be careful with your lawyer.
4 - Anything that shows a connection to another province (family, friends, assets) or strong arguments (poor French language skills so it'd be difficult to find other jobs in Quebec, the fact that this is a simply assignment and you'll move somewhere else after it is finished, etc).

I had two more questions regarding the intent to show my ties outside Quebec.

Q1) I move from Toronto to Montreal to join my next assignment and file the express entry from Montreal under CEC. Which one is the better option of the following two:

Option A) M
y family (Spouse and two kids who are studying in 5th and 3rd Grade) continue to stay in Toronto until we get the PR.
Option B)
My family return back to my home country, India and join me back once we get the PR.

Q2) I move from Toronto to Montreal to join my next assignment. Which one is the better option of the following two:

Option A)
I stay in Montreal until I get the PR under CEC.
Option B) I move from Toronto to Montreal for couple of months only and then go back to India while my PR processing is in progress and stay there until I get the PR under CEC.

Note: Please consider that I will let CIC know in advance through LOE about the option that I will follow from above.

Q1 - Option A is better as it would show that you still have a strong connection to Toronto.

Q2 - Option B is the safer approach, like I already stated there is no guarantee with Option A as you have to convince the processing officer of your intention to reside outside of Quebec - whether your application goes through or not would depend on your specific case.
