Express Entry Supporting Documents: Police Certificates (multiple)

I got an ITA in the 11th draw. Got through the questionnaire fairly quick. I'm now at the stage where I've got to upload support documents.

One of the documents being asked for is "Police Certificates (multiple)".

I turned 18 in April 2009. I moved to Canada as a student in September 2009. In other words, I lived outside Canada (in Dubai) only for five months before turning 18.

Question 1: my understanding was the police certificates are required only if one have lived outside Canada for six months or more either in the last 10 years or after they turned 18 (whichever is more recent). Turning 18 was the most recent option for me and I haven't lived outside of Canada for six months or more since turning 18. Why am I being asked to show a police certificate?

Question 2: why does it say "multiple" in parenthesis? What does this mean?

The system counts month-to-month so it is possible that it is counting your Dubai stay as 6 months instead of 5. Attach either a PCC from Dubai or Letter of Explanation which mentions the exact dates of stay so that the total adds up to less than 6 months. In addition to that, it won't hurt printing out that specific page from CIC site and attaching that as well to add weight to your explanation.

Question 2: why does it say "multiple" in parenthesis? What does this mean?

The system is assuming that it needs more than 1 PCC - One from Dubai and One from Canada.

Would like your opinion on this: I've got my GoC reliability clearance. At the time of obtaining my clearance, I was asked for out of country verification for the U.A.E. which meant I had to provide fingerprints to PWGSC.

I did this and was eventually granted my security clearance.

Would it help for me to mention this and attach my clearance to my letter of explanation?

No harm done in providing more documentation than needed and explaining the same in LOE.

What is LOE? when do you need to submit it? Ideally what all things should be included in the same?

LOE = Letter of Explanation

It is an optional submission.

The validity is 1 year. But, it should not have been issued six months before the date of application (PR).

Well, they just updated that page and changed that. Earlier, it was three months, then they changed it for 6 months and now since the time you have lived in that country.
So, its for everyones' good.
but, I still remember somebody's profile getting rejected coz they had provided old PCC and since then they didnt go back. I think somebody needs to call CIC for this.

When? or under what circumstances should one attach the LOE to the applicationl?

If i have uploaded all the documents as required by CIC, do i still need to write a LOE? If its advisable to write to them a LOE, then what should be the contents to such a letteR?
