True. That stream requires a job offer. Human Capital Priorities stream doesn't require a job offer though.

Yes. Please go through the appropriate streams. There are multiple streams under PNPs and you should understand which is the correct one for you.

You could try securing a PNP. This year, the quota is exhausted for almost all the provinces. You can try in Jan 2016.
