Hi,
This is my first question here on the forum.

I am in the process of creating my Express Entry Profile and trying to fill the section related to 'Relatives in Canada'.

My brother and his family received their PR cards a few months ago. After receiving his PR, he visited Canada for a few weeks during which among other things, he setup his Canadian bank account.
After which he came back to his country of origin and now he is looking for a job in Canada (through his employer) and planning his full and final move to canada along with his family.

Can I include my brother's name as a 'relative in Canada' in my Express Entry Profile? He is at the moment not living in canada but does have a PR. I am referring to this question in the Express Entry form:

"Does applicant have a relative who is a citizen or permanent resident of Canada? (The relative must be 18 or older and living in Canada.) "

Will appreciate if somebody can guide.

The statement itself has the answer to your question 'Does applicant have a relative who is a citizen or permanent resident of Canada? (The relative must be 18 or older and living in Canada.)'...it says the person should be living in Canada.
 
Does your brother has an address in Canada? Since your brother has landed, hence he should be considered as living in Canada (it should not matter if he went back and planning to move with family). For the citizenship, suppose one has to live in Canada for 4 years, that day would be counted from the day he/she landed and not from the day one finally moved to the country.
