Express Entry Proof of Funds

I understand that the IRCC raised the minimum entry requirement to CAD $14,690 on the 28th May this year. However, I am advised hat the Canadian Embassy at Pretoria has not only recommended that a larger amount of CAD $20,612 is needed, the better to cope with unforeseen necessities, but is also withholding the issue of a visa if proof that these funds are being held cannot be produced. I suspect that this is a scam, as I cannot see how what is only a recommendation can be enforced?

So you have received ITA for Express Entry or not? You show the minimum amount. You say visa which is not EE and permanent residency.

There is no requirement to show a larger amount. They cannot withhold a PR visa based on this.
