Express Entry Profile Ineligible multiple times

I strongly believe that my profile is eligible yet it reflects as ineligible (3 times). Any ideas what the problem might be?

Age: 27
Marital Status. Married
Family members: 2
Funds: CAD$16000
No relatives in Canada
EDUCATION: Master's Degree: 2 years (in Canada)

LANGUAGES:
IELTS General 2015
Speaking 8.5
Reading 8.5
Listening 8.5
Writing 7.5

WORK HISTORY:
Occupation: NOC 2174 (My bachelors degree is in Engineering)
No job offer in Canada
WORK EXPERIENCE:
2016/6 - Present NOC 0213 (in Canada - Post graduate work permit)
2011/8 - 2014/6 NOC 2174 (foreign experience)

MY SPOUSE:
25 years old

For the purpose of Work Experience, are you putting the Primary NOC 2174 or 0213? As 0213 will disqualify your profile because you don't have the experience. But if you identify 2174 as your primary NOC, you should be fine

Yes I used 2174 as the primary NOC so I was assuming I should be eligible for FSW.

Not sure what's happening. Anymore thoughts?

It says eligible after the questionnaire. Once I submit my profile, the status shows Profile Ineligible.
