There's no application fee for setting up an express entry profile. Not sure what $550 you're talking about. Did you go through an agent? If so - that was an agent fee - not an Express Entry fee.

so if the profile expire after one year will i pay again if i want to renew to enter the pool again

so i can be placed in the pool and only pay the Processing fee ($550) when i get invited if my score get picked in the draw and not before?
Regarding the Proof of Fund for the Express entry skilled worker do i have to submit a proof of fund or i can sign a confirmation that i will bring the amount requested for me and my family?

You need to provide the bank statements that the CIC asks to prove that you have sufficient funds.
if i don't have the enough fund but i have assets i will sell before i travel cant i sign a declaration that i will bring the enough money with me when am entering Canada

you will need to show enough PoF when you apply for PR, if you dont have enough money then application will be rejected.
if you are expecting ITA soon, i would suggest you start liquidating the assets right away...
