I dont remember whether i selected option to send to IRCC when i applied wes but I submitted wes document when i apply for PR.If i havent selected any option when i apply wes, any chance of rejecting the application?

Update- I just checked WES login and it seems I selected to send to IRCC already with initial application, so I think it should be fine. I am surprised whether you selected this option initially or not. Anyway I think they need WES document in education section specifically, otherwise they are rejecting application.

In that case, they technically have grounds to refuse your application because without attaching your ECA report, your application is technically incomplete. I would think that you can build a case by using the "application form did not ask me to attach my ECA report" reason because that's the truth, and I've read about cases on here where people have successfully gotten their applications reopened because they genuinely didn't know that they had to attach their ECA/IELTS reports after having keyed in the form numbers in the application.
However, I think you've covered your bases at this point, so fingers crossed!
Did you get a response on your CSE web form submission?
My application got rejected for the same reason and I am interested to know if there's anybody here who was successfully able to get their application reopened by submitting a web form or any other means?

Fortuitously, my application got reopened last Friday, December 11th.
I received a letter stating the following-
A first review of your application indicated that it did not meet the requirements. IRCC has further re-examined your application and has determined that it does meet the requirements of a complete application as described in sections 10 and 12.01 of the Immigration and Refugee Protection Regulations. Your application has been reopened. You will be notified in due course as the review of your application continues.
Please note that the processing fees you initially attached on the application were refunded when the file was closed. Once the refund process is initiated, we no longer have payment of fees attached to your application. You are requested to send us new processing fees so that our office can continue processing your application. Please follow the instructions on how to attach Payment of fees for an Express Entry application on our Website and to avoid any further delays, please provide us with the processing fees within 7 days from the date of this correspondence.
I made the payment of CDN$ 1410 immediately. But haplessly, that also led to my funds reducing to CDN$ 12437.
As funds entailed for a single Express Entry candidate are CDN$ 12960, I am short by CDN$ 523.
My next vital query is that will it thwart the progress of my application?
Imminently, I will get paid and the balance will rise to more than CDN$ 14000, but that will happen by January 2021.
Can someone please shed some light on this?

I did not claim any points for ECA, so i think it may be a mistake. On the question did you obtain this education in Canada I answered NO. And on the question do you have an ECA issued from a qualified supplier i answered NO.
I have a trade diploma and all of my friends who applied on the same one never had this problem.
I did raise the issue on the ircc webform and still waiting for a reply.
Is there a possibility that my application will be re-open again.
I hope some of you may give me an explanation.

Sorry to hear that!
If your education is completed outside of Canada, then you do require any form of ECA. There are five different authorities that provide it:

It is a way of IRCC to understand that you're a graduate or postgraduate (or even more for eg.: PhD) student.
If you follow my thread above, you may notice that my application got cancelled for the same reason: NOT INCLUDING ECA. But I did get my British education evaluated by WES (World Education Services) and provided their certificate number to IRCC. Although I never uploaded the actual document. For my Canadian education, there was no issue.
Hence, after re-examining, they ended up opening my application.
I hope I'm wrong, but I believe that you might have to restart because ECA is one of the basic documents entailed in submission, unless of course you studied in Canada.
You can wait for their revert regarding your webform query and see what they say. In the interim, try getting the ECA done.
Who knows, may be you'll be able to submit it promptly and have your file reopened.

I have a trade diploma from England as well ( Carpentry)and I don’t think trade diplomas can be evaluated, unless i go to Ita for a red seal exam.
My friends did not have this problem with the same diploma. Strange. I was waiting for PNP nomination when Cic had low score and gave me the invitation. Now I have to restart the PNP all over again. Unless they re-open my application in 2-3 weeks.

If you applied through FSW, you would need an ECA. For CEC applicant, you do not need it
