Express Entry - Passport waiver for H&C grounds

Hi

The status is of Person A is:

• Originally from Turkey
• Resides in Greece as Refugee
• Turkish Passport seized by Turkish Authorities before fleeing from Turkey
• Eligible for EE foreign skilled worker, with all documentation complete including police documents, work references paychecks, except Turkish Passport

Is it possible for Person A to apply Waiver for Passport requirement on H&C grounds?

As far as I understand H&C overseas is for asking for an exemption of requirements of Permanent Residency application of which being missing makes applicant inadmissible, and looks like applicant will be inadmissible without a passport?

Any ideas or similar cases experienced?

Your PR app will not be approved without a travel document. You need a travel document to be able to come to Canada in order to actually land and become a PR.

You need to obtain a refugee travel document in Greece.

Sorry for misunderstanding, the status is refugee claimant in Greece and it took around one year to process the claim from this point thus the time necessary to process will cause point loss in ee and loose the opportunity to get ITA.

The answer is the same. You need to obtain a travel document. A PR app will not be approved without one.
