This has always been the case.You have mentioned this before -
Please note that you and your dependents MUST land in Canada before your (and their) medical test expires (The validity of the medical test is 1 year from the date of the test) OR before your current passport expires, WHICHEVER COMES FIRST. Also, please note that the dependents can either land ALONG with the PA or at a later date after the PA has landed BUT UNDER NO CIRCUMSTANCE CAN THE DEPENDENTS LAND BEFORE THE PA LANDS...."
Is it still applicable in Feb 2019. Do you have any link supporting above statement.

Plus, 'The expiry date of medical test' is usually the same as 'Expiry' or 'Last day to land' date on your Visa/COPR. So, I syonymously used 'expiry date of medical' instead of 'expiry date on visa/COPR'. It is common knowledge that you and your dependents must land before your respective landing documents expire.You can bring family members with you to Canada if they were processed for permanent residence as your dependents. This includes:
The family members that can’t come with you include:
- your spouse or common-law partner
- your dependent child
- your spouse or common-law partner’s dependent child
- a dependent child of a dependent child
Your dependents can’t arrive in Canada before you. They must arrive with you or after you.
- your parents
- grandparents
- brother or sister
- uncle or aunt
- nephew or niece
- other relatives
You may be able to sponsor them after you immigrate to Canada.
Once you get your COPR and/or visa, you'll see the expiry date on those documents. Each member (primary applicant + dependents) must land in Canada before that date. The dependents, as shown above, CANNOT land before the primary applicant does.
