Express entry fstc just refused at delhifstc

Fstc case just got refused due to ielts expiry.
Ielts was valid when ITA was received.
After ITA , ielts expired on oct 26 and application submission done on November 23.

Is it right refusal that ielts was not valid during file submission after ITA?

CIC does officially say "Note: Your test results must be valid (less than two years old) when you complete your Express Entry profile, and when you apply for permanent residence" . Please check http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp
