I meant the NOC's which are capped sooner (Hot NOC).
it is obvious the NOC like 2174 has more applicants, so to be selected from the pool in such NOC's is more difficult.
My question is in which NOC I have more chance (2174 or 2281) since I can apply for both of them?

I can agree with you on that one - NOC hotness is irrelevant for EE pool ranking. Also, "regular draws" will pick candidates based on their rank inside the pool, not NOC or program they are applying to (FSW, CEC, FST).
However, "special draws" are being mentioned all the time, and it is already revealed that CIC will use program as one of the criteria. I would not be surprised that they also add cold NOCs in later draws to the criteria list.

In this case, what will happen for other NOC's applicants? I think it's not fair!

For IELTS:
You can always get a duplicate if you can show them proof that you have applied for Canada, they know that canada require the original TRF. So, they will give you the duplicate TRF.


For WES:
You can order a duplicate report the fee structure is given below:

Ordered after completion of evaluation
First report (for every new or follow-up order) $50
Each additional report $30


Besides that, in Express Entry you may need to give the scanned Copy/TRF Number of IELTS & the Reference Number of WES (Not sure).

How employers can access Express Entry pool candidates
Employers can hire skilled foreign workers to meet their labour needs when they are unable to find Canadians or permanent residents to fill job vacancies. Employers will have the flexibility and choice to use current recruiting and hiring practices. They will also have access to candidates through: Canada's Job Bank, private sector job boards and Provincial Nominee Programs (PNPs) where applicable.


Invitation to Apply

Candidates will be assessed against others within the pool, and be ranked based on criteria that are known to contribute to a newcomer's economic success once in Canada. Only the highest-ranked candidates, and those with valid job offers or provincial/territorial nominations, will be invited to apply for permanent residence.

Candidates will have 60 days to apply for permanent residence under the Federal Skilled Worker Program, Federal Skilled Trades Program, Canadian Experience Class or a portion of the Provincial Nominee Program.

Citizenship and Immigration Canada will process the majority of complete permanent residence applications received (i.e. those including all the necessary supporting documents) in six months or less.

Express Entry: what prospective candidates need to know
Canada is changing its economic immigration programs to give more opportunities to prospective skilled immigrants. Starting January 2015, skilled foreign workers will have access to Express Entry, which will cover Canada’s key economic immigration programs:

the Federal Skilled Worker Program,
the Federal Skilled Trades Program,
the Canadian Experience Class, and
a portion of the Provincial Nominee Program.

Candidates who are invited to apply for permanent residence under the Express Entry system will benefit from fast processing times of six months or less.

Express Entry will also provide a pathway for skilled workers to connect with potential job opportunities in Canada prior to arrival.

Express Entry will ensure that the candidates who are most likely to succeed economically – not simply those first in line – are able to immigrate to Canada.


How Express Entry Works



Step 1

Potential candidates create an online Express Entry profile
Express your interest in coming to Canada as a skilled foreign worker. Starting in January 2015, create an online Express Entry profile and tell us about your skills, work experience, language ability, education and other details.

Before doing this, you will need to take a language test in English or French. If you were educated outside of Canada, you may also need to have your education assessed against Canadian standards. More information on language and education assessments is available online.

If you meet the criteria of one of the federal economic immigration programs subject to Express Entry, you will be placed in a pool of pre-screened candidates.

If you do not already have a Canadian job offer or a nomination from a province/territory, you must register with the Government of Canada’s Job Bank. Job Bank is an easy, online search tool that will help you get matched with jobs in Canada based on your skills, knowledge and experience.


Express Entry Pool
You will be given a score to determine your place in the Express Entry pool using a Comprehensive Ranking System that includes factors known to contribute to economic success (such as language, education, and work experience).

There will be regular draws of candidates from the Express Entry pool, inviting them to apply for permanent residence. Candidates with the highest scores, including those who have a valid job offer or a provincial/territorial nomination, will be invited to apply.

Your Express Entry profile will be valid for 12 months. During that time, you will need to update your profile if circumstances change, such as your level of education or language test results.


Important: Filling out an online Express Entry profile is not a guarantee that you will qualify for permanent residence. If you are invited to apply for permanent residence, information provided in your Express Entry profile will be verified at that time.

Step 2

Selected candidates are invited to submit an electronic application for permanent residence


You will receive an Invitation to Apply for permanent residence if you:

have a valid job offer from an employer in Canada (subject to the Labour Market Impact Assessment process in place at that time);
have been nominated by a province or territory; or
are among the top ranked in the pool based on your skills and experience.

Citizenship and Immigration Canada will process the majority of complete permanent residence applications received within six months or less.

Candidates in the Express Entry pool who do not receive an Invitation to Apply for permanent residence after 12 months can resubmit their profile and re-enter the pool if they still meet the criteria.

What are the Benefits of Express Entry?

Honest, Current Credentials

The new Express Entry program will also allow applicants to focus on and highlight their impressive credentials as opposed trying to fit those same credentials into the CIC's existing framework. While current immigration programs require applicants to demonstrate how their work experience and qualifications match existing occupations, the Express Entry program allows for the creation of a profile that best highlights the applicant's experience, skills and qualifications. Free from the limitation of having to try and explain how they fit into a related category at some time over the past decade, applicants will be able to create an application that highlights their relevant skills and experience across occupations. When the applicant has the freedom to include a wide array of related skills in their profile, they can ensure their application is the most accurate reflection of the contribution they would make to the Canadian labour market, enhancing immigration officials' understanding of each applicant.

For example, in the list of eligible occupations for the FSW program, 5 IT designations appear, but IT Manager does not. If someone has been an IT manager for 9 years, but previously worked as a programmer, they will need to try to document their experience from 9 years ago when they were a programmer to apply under the Programmer occupation category. Canada may be getting a very valuable IT manager, but the IT manager will only able to apply because of work experience as a programmer nine years ago. If the same IT manager had only been a programmer 11 years ago, applying may not be an option under the current program.

Experience from 9 years ago may be obsolete and the former programmer may have no desire to work in that field. Under the Express Entry program the same IT manager may be able to focus his application on his current job and skills. If the IT manager is selected based on his current skills, he may be able to better contribute to his new Province and employer and actually use the skills for which he was selected after arrival in Canada.

The benefit of Express Entry is that applicants are expected to have the freedom to include any credentials and qualifications that they feel are most relevent to their application, as well as the skills and experience that will allow the applicant to gain a high ranking in the candidate pool.

Revolutionary System: Less Ability to Predict the Outcome

A critique of the program that has been raised is that there is greater uncertainty for applicants under Express Entry than under any current program.

Currently, applicants applying for Canadian immigration without a job offer can know before applying which criteria they must satisfy in order to immigrate: satisfying a points requirement, working in a specific occupation, obtaining a minimum score on a standardized language test, etc. Under the new Express Entry system, it appears that applicants will document and present their credentials to the Canadian government, but only find out if they succeeded and obtain permanent residency if their application is chosen by a Province or employer in Canada.

The above critique does not consider that even under the current programs, applicants cannot predict with certainty if a cap will be reached or whether an immigration officer will refuse their application. If an applicant checks the CIC website and sees that 800 applications have been accepted under the FSW program for their occupation, they may try and submit their application. They may later find out that 200 more applications had been sent in but not counted or reviewed, and be surprised to find out they were refused. Applying for immigration always tends to involve uncertainty and risk, whether a precise pass-mark is posted in advance or not.

Additionally, under the Express Entry program, it is very unlikely that applicants will be kept waiting for long periods of time while their application is being processed. While many of Canada's immigration program have lengthy processing times and significantly increase uncertainty for applicants, Express Entry already has set out procedures to prevent backlogs. If an applicant has not recieved an invitation to apply for permanent residency after one year, their application will be removed from the system and the applicant will get a chance to re-apply with a new application that better reflects their skills and qualifications. The federal government expects that applications will be processed within six months.
