These two are the slowest VOs. Winnipeg is a dead VO. Vancouver at least is active

VOs change all the time. Also, we don't have stat significant data to say if a VO is fast or slow. Every VO has been called fast/slow here for context.

From what I saw in this tracker, the VOs aren’t being tracked there but I heard from people in the affiliated WhatsApp group that it’s the country of citizenship and prior travel that frequently affect the processing times more than anything else: https://myimmitracker.com/en/ca/trackers/cec-express-entry-tracker
