Express Entry - CEC ineligibility even after having 19 months of CAN experience

I have 19 months of Canada experience (18 months Quebec and 1 month Ontario) and I am on closed Work Permit (ICT). I have submitted my Express entry profile and noticed that 90 points are missing leading to ineligibility for Canadian Experience Class even though I added my 19 months of Canada work Experience. Did anyone face similar issue? Also, I have UCI# from my WP but I see a new UCI# on my EE profile which starts with CAN****. I read in some of the posts that it gets updated. Any idea how long does it take to get updated?
Does any review happen from CIC to add the missing points? Appreciate your inputs.

Points that are missing:
Canadian work experience = 40
Foreign work experience
A) Official Language proficiency and foreign work experience = 25
B) Canadian and foreign work experience = 25

You have answered a question (or several questions) incorrectly somewhere in the EE profile. Without knowing what you answered to each question, it's difficult to guess. I would recommend that you review each answer again carefully or post your responses here.

As scylla mentioned, you answered something incorrectly. When you enter your Canadian employment, there are a series of ~3 questions at the end of the entry screen asking things like "Did you work without authorization," Was this work experience gained while on a study permit... Check your answers to those questions, a lot of people misunderstand them and answer incorrectly....

Applicants who plan to live in the province of Quebec are not eligible to apply under the CEC route but here is again a misconception that experience gained in the province of Quebec is also not qualified for the Canadian Experience Class; which is not correct. If an applicant has gained experience in the province of Quebec but intends to reside in any other province of Canada other than Quebec is considered eligible for the CEC program. If applicants have gained experience in Quebec and plan to live in Quebec; they must apply under Quebec Skilled Worker Class.
