You live in Québec, and based on your info, I understand spouse isn't going through Québec immigration process.
You mean he/she is aiming for Provincial Nominee Program (PNP)?
If it's the case, your spouse will most probably be asked to sign an engagement to make all attempts to live in that province.
Meaning it's of course a different province than the one where you are now (Québec), and you'll probably be away from each other for a while. Also, in the case of PNP, spouse will have to provide an address for PR Card delivery upon landing, and it needs to be an address within the nominating province.
If it's just FSW or CEC, with no Provincial Nomination, your spouse will just not be able to complete landing formalities in Québec, and will therefore have to go through another province for landing formalities. But he/she can go to Québec afterwards. Note however, that upon landing, spouse will have to give an address to deliver the PR Card, and that cannot be an address in Québec.
