My friend who is currently in India has received an ITA yesterday. He will be travelling to Canada this month on student visa. His course work starts next month (May).

Should he send his express entry application from India before arriving in Canada for his studies. Or will it be better for him to send his application once he in Canada.

Any advice would be great ... thanks !!

ps: is it complicated to apply for PR while studying in master's course. Express entry invitation was based on of 4 yrs of foreign work experience before studying in Canada.

Doesn't matter, both are fine
 
If your friend decides to postpone his studies, he can save a lot of money. Instead of paying exorbitant international fees by going to Canada, he can remain in his home country while PR is in process and study as a PR and pay lower fees

He has already resigned his job and accepted the study offer. Hopefully the express entry application will get processed before year end, so he would be paying international fee for two semesters only. Please correct me if I'm wrong.

One thing to mote - it is easier to find a job after studies if you already have a PR.
