Paragraph 82(2)(c) of the Regulations states that (i) an employer has made an offer of arranged employment to the skilled worker, and (ii) an officer has approved the offer of employment based on an opinion — provided to the officer by the Department of Employment and Social Development, on the same basis as an opinion provided for the issuance of a work permit, at the request of the employer or an officer — that the requirements set out in subsection 203(1) with respect to the offer have been met.
In accordance with section 11.2 of the Act and Subsection 82(1) of the Regulations, I am refusing your application because I have found that you do not possess the qualification on the basis of which you were ranked under an instruction given under paragraph 10.3(1)(h). This change in your qualifications resulted in a loss of points that brought your rank below the lowest ranking person who was invited to apply in your round, under the Express Entry Comprehensive Ranking System.
The highlighted info may be the main reason for your refusal..
something related to our qualification for the job... they have used the work "inderterminate" for the job offer.

Thank you rajkamalmohanram, I will try my best to do that, i don't think I would have got this PPR without help from this forum so I will continue contributing to the best of my knowledge.
But I am going on a small vacation for a week :) so maybe taking a short break!

Actually i made new file bcz i dont know about it before too but u can try to messege them if they can reopen it .

Got my passport back from CIC last night ( took about a week since I mailed it ), and landed at Douglas Border in BC.

To anyone interested, here's my timeline ( inland applicant, FSW ):

Application/profile status = Closed ( around Jul 30 )
Review of eligibility = Passed ( around Jul 30 )
Review of medical results = Passed ( Apr 23 )
Review of submitted documents = No additional documents are needed at this time
Scheduling an interview = n/a
A background check is needed = Complete ( around Jul 30 )
A final decision has been reached = This application has been approved ( around Jul 30 )

PPR = Jul 28
Passport Submitted = Jul 29
Landed = Aug 6

Good luck to anyone waiting for their PPRs and passports back from CIC! :)

I agree with you munjal. As CIC officer said "Your job offer from Domino's Pizza dated October 31, 2013 was for 24 months only. It was not indeterminate" I think if someone work in a pizza store job duties doesn't fall under 6311 NOC. I'm not 100% sure, but my understand that that's the reason of refusal.

I guess in the job offer there is not mentioned that he will be employed in that company atlist a year if he will be accepted permanent residence. Even one years full time job offer will work for application but the format of job offer should be proper and suporting for pr application. And i m sure food service supervisor position is skilled bcz my friend got pr already from that job.

Actually i had no idea before about reopening the file again so i made new ee file then applied again but u can try once through csi and if unsuccess for that u can make new file it be ok and u did not mention that r u currently working in canada or not? I have no idea about paying again but i guess if the file will be reopened they will direct you.
