I think so but application complete doesn't necessarily means that they won't ask for more documents.

As an aside their was an exceptional case as well when someone whose background check was in progress got a rejection email due to application being incomplete

If you are in Canada then what is your status in Canada ?
are you from visa exempt country ?

Mar 20 - Medical Passed
Mar 20 - Background in Progress
May 25 - PPR

ECAS:

Application Received (Mar 20) - In Process (April 28)

1. We received your application for permanent residence on March 14, 2015.
2. We started processing your application on April 23, 2015.
3. Medical results have been received.

I am under CIC; Score 978; NOC 6311. Applied with spouse, no kids.

Application complete status in ECAS means yhey have received what they wanted to Start application Processing. That does not mean they were satisfied with what they have received. So, you may expect any document request even when your file is In Process.

Congrats, I remember you saying yesterday that entering 14th week of 26...You're very short of getting the PPR if you're from a Non-Visa exempt country. Also, the RPRF fee must be paid for you dependents (if any) in your application too.

BTW, what is your timeline?
 
Thank for your reply, please can you send me the link to use in sending the police report and explanation letter. Do you know how long it will take to get a reply from the VO and will you advise me to create a new EE profile, thanks.
