Your timeline says March 03 BOWP submitted whereas CIC url says they are processing January 31 received workpermit applications, not sure if they are prioritizing EE BOWP applications.

I had a very bad experience previously .. last year october I applied CEC under old rule at that time out of 8000 applications ; on line it showed 4000 applications quota has been filled and my application came back in January due to cap has been reached on Oct 20th....

So I wont believe what is there in the site especially with the numbers .
