Without the prior working experience assessment at EOI submission, there will still be many applications (not eligible) flooded the whole system and which will not help to speed up the process.

Canadian job market is more or less as competitive as of any other country. Plus there is added hindrance of lack of local experience for international applicants. Getting a job offer while overseas ? very difficult if not impossible. In addition to other factors, employers have to go through a lengthy process to get LMO and that's what most employers don't want. But starting EE and federal government allowing employers to hire through job bank, may be things will change in future.
