Why they are looking for one year tution fee where it wasn't required by University.

To get approved for a study permit, you must show proof of funds for number of people and your family and tuition. So if single, you show tuition + $21k in your bank account. Don’t need to pay tuition but show you have the money in the bank now.

Because the university doesn't give you the study permit, IRCC does. You comply with the IRCC requirements to get the study permit.
