I want to apply for a working visa with the IEC category young professionals. Does anybody know, if I can apply even though I have not finished my degree yet? (I'm currently a student, want to finish my degree this year and work in Canada after that...)

No, you don't have to have completed your degree, although it says "The Young Professionals category is designed for German citizens, particularly graduates of post-secondary educational institutions in Germany"
