I have a friend of mine who has been here in Canada on student visa then he got a work permit. He wants to get permanent residency.
He applied for permanent residency but his work permet could expire before he gets it. If he can't renew his work permit (if he doesn't find a job), can he stay in canada while awaiting for permanent residency even if his work permit has expired, say, 2 or 3 months before getting his permanent resident status?

Has your friend looked into the "bridging open work permit"(BOWP)? If he has received their AOR(acknowledgement of receipt) and his current work permit will expire within 4 months, he can apply for the BOWP. It has to be done before the permit expires. This will give him implied status(can continue to work) and he can stay legally until CIC makes a decision on the work permit application.
The AOR is the email or letter he would have received with his file number(starts with B or E) and perhaps instructions on medicals.

Bridging Open WP – Eligibility Parameters

To be eligible for a bridging open WP, the following parameters must be met:
•The foreign national is currently in Canada;
•They have valid status on a WP that is due to expire within 4 months;
•They have received a positive eligibility decision on their PR application under one of the Economic Class programs above; and
•They have made application for an open WP.
