Expired validity date on PR

Where to start ?
I am an American citizen that is married to a dual American / Canadian citizen. I applied for my Canadian PR family class sponsor. I got my paper work approved within 4 months and just had to get my paperwork finalized with landing. I overlooked the "validity date" on my paperwork and like a dumb ass just assumed I had until the expiration date to land in Canada. My husband and I crossed the boarder at Vancouver only for the officer to inform us that the validity date had passed 6 months ago. We just stood there floored. He told us to contact CIC asap, of course it's the weekend so we have to wait. I'm assuming the worse and will have to re-apply and pay all the dues again. Why Canada ?!? Why have "validity date" AND "expiration date" kill me now

The expiry date is the date your passport (or whatever travel document you used) expires.

Anyways, when did you have your medical done? How long has it been since you received your COPR? 6 months over the date is a long time.

1/ You have to start a new sponsorship from the beginning. The COPR is a "use or lose it" situation.

I assumed that I would have to start all over again. I did my health reports august 2015 and police certificate dec 2015. I'm sure the documents are too old to use.

1. Right, New Police Certificates and new medical. Note that you don't send the Medical until they are requested. Also the PCCs

Police certificates: Applicants need to provide only the police certificates from:

the country where they currently live; and
the country where they have spent most of their adult life since the age of 18 (if different from the country where they live).

We’ll request other police certificates only if needed.

At the time I applied the police certificate took 2 months to get back from the FBI, I'm hoping it won't take so long this time around. I am currently in Vancouver accompanying my husband for a job interview, if he gets a job offer is it best to apply in land or Outland (and live under the radar?)

You're an American and it seems CBSA has already let you in the country. You can, without an extension stay 6 months. Which ever way you apply (inland/outland), if you're comfortable sticking it out in Canada without travelling, just apply for an extension before the 6 months is up if you don't want to deal with the CBSA/CBP.
Otherwise, the strength of your passport should allow you significant freedom to come back and forth while the application is in process.

Apply outland.

Don't live under the radar. You were allowed in for six months. When you're close to the end of that allowed visit, apply to extend your visit to keep your status valid in Canada.

1. You are not the first one to have his PR lapse. In my experience reading these threads, people who already had a PR before get it approved relatively quickly.
2. As an American, you can now get your PCC from a FBI channeler, which could be as fast as a week. FBI is currently taking around 3-4 months for a PCC. If you have stayed in Canada for more than 6 months, you would also need a PCC from RCMP.
3. I would suggest you apply for an outland sponsorship again, and you should get your PR relatively fast. You can still apply outland while staying in Canada. But make sure you don't break the immigration law. If required, ask for visitor extension.
4. You would still need to explain why your PR expired and what you would be different this time. You would also need to take special care to provide documentation of "intention to move to Canada". Google for this.
5. The application process has changed in 2016. So now you can send PCCs and medical evaluation later. I think this helps you to speed up the process.

Thanks for the replies and helpful input.
I have returned to the USA, we were only there for a job interview, move pending on job offer.
I am a little lost on how to get my application re-submitted.
I'm guessing (and please correct me if wrong) I will have to review and revise my old application to comply with the changes of a new application. I will re-submit and pay fees.

here is where I get lost. Where do I make my case / explain why I let my PR landing paperwork expire ?

you will need to download all the new forms and guides from the IRCC website. the process has changed slightly this year, and the requirements are a bit different. do not assume the forms you submitted in 2015 are still valid. more than likely, every one you submitted has a new version available. your old package will be helpful as a guide for filling out new forms.

basically, you are starting from scratch. you can add the information about your COPR lapsing in the application where it's applicable. i believe there is a question such as "what else would you like to tell us about your relationship". this would be a good place to mention it, i would think.

before submitting the application, it may be worth talking to the sponsor's MP to see if anything can be done about getting your COPR reactivated. it could be a longshot, because the fault is not on IRCC, but it may be worth trying.

US outland applicants are consistently being approved in 6 mo or less.
