Hi,
Quick one, a family friend applied for study permit in October 2024, with a PAL that expired in September 2024. The program start date is Winter/Jan 2025. The application was refused. IRCC sent him a generic refusal letter stating "assets and financial situation are insufficient to support the stated purpose of travel. Could the expired PAL have negative impact on the application??? Thanks for reading and input.

Certainly didn’t help but not the primary reason for refusal.

Finances is not a generic refusal. Friend showed funds (own banks statements) to meet minimum requirements plus tuition. Also IRCC wants to see even more funds if more than one year program, because working part-time will not cover tuition.

I dig deep and find this information on IRCC OP-Manual "
PAL/TAL validity period
A PAL/TAL must be valid at the time of application receipt and officers must not accept an application for processing if the expiration date has passed. If the application was received after the expiration date, the application must be closed and the processing fee refunded. See the section ". Do you think it's better to raise webform that the application should've been closed for processing and a refund initiated? Is it better for application to be closed than unjustly refused? What is your take? Thanks.

Refused for lack of funds so refused for that reason.

The argument is not about the refusal now, but initially the application shouldn't have been processed for expired PAL.
In most cases, if PAL is expired and the caps for province reached, chances are that the application will be refused. A generic refusal isn't case specific, but general.
