Expired PR Card

Dear Friends,
My PR card is expiring on July 16, 2016. I did not fulfill the requirement of living in Canada for 2 years to be eligible for PR card renewal. Also, I can't go to Canada before July 16. In this scenario, what shall I do when I want to go and live in Canada?
I understand that my PR status does not expire and I can not reapply for a NEW (not to renew) PR card until my PR status is revoked. Can someone please help me understand the process step by step?

If you are certain that you qualify to apply for PR under the current rules, you can renounce your PR status and apply again.

If you aren't sure that you still qualify and are ready to go to lengths to try to save your old PR status, you should drop everything and go to Canada before your PR card expires. There is still a chance you could be reported on entry in which case you can appeal for your PR, however it depends on your reasons for staying outside what the odds are of winning your appeal. The appeal processing can take 1-2 years and meanwhile you can renew your PR card for one year at a time. It is however not advisable to leave Canada while you are under an appeal as it would indicate that you are not really serious about settling.

If you are absolutely unable to go to Canada before your PR card expires, there would be another chance which is getting a US visa and entering Canada by land in a private or rented car with your expired PR card. The odds of getting reported are even higher in this case.

If you can't get a US visa, the last option of saving your old PR would be applying for a PR travel document at a Canadian embassy in your home country. It would be clear that you don't meet the residency obligation so in that case, they would look at your reasons why you couldn't. If you have mitigating reasons, they may give you a travel document which lets you return to Canada and renew your PR card. Again, it would not be advisable to leave Canada for the next 2 years because a travel document granted only excuses you not meeting the RO in the past, not for the future.

You have to fill out a form and send it in. When you say you don't meet the RO, it should not be a big deal. You can find the form and instructions here: http://www.cic.gc.ca/english/information/applications/voluntarily-renounce.asp
