Hi all, if pr card expired 10 yrs, entering by land at buffalo, will you be rejected at port of entry? If rejected, can you still stay in Canada for appeal? if so, how long can you stay in Canada before the appeal?
If pr card expired 10 yrs, got accepted by university in Canada as an international student, will you be able to pay tuition fees as domestic student with an expired pr card? or you have to stay 2 years and renew and get a valid pr card to do so?

If there are no good reasons for you having stayed out of the country for 10 years you will most likely be reported. You will be let in anyways.
You need to have good reasons (health, death of a relative etc) that kept you from staying away for 10 years. I can't think of good reasons for staying away for that long. I would assume you will lose your appeal, meaning you will have to leave the country again while you are studying.

When enrolling on your first day of school, you have to show valid proof of domestic status, i.e. a CoPR that is just some weeks old or a valid PR card, otherwise you will be considered an international student. An expired PR card will not get you domestic tuition.
 
Also, note that domestic tuition is not applied retroactively. That means even if you somehow get a valid PR card after two years, you will be charged domestic tuition from then on, you will NOT be reimbursed for previous years.
 
Thank you so much, so they will let in anyways, how much time do you have till they report you? one month? after report do they send you a notice or something? and then go to court? If you lose, do you get deported right away? Also can you apply for study permit right after that in Canada?
 
The study permit application will need to be made through your local visa office outside of Canada.
 
If you file a Notice of appeal to appeal the Removal Order, and you file the Notice within 30 days, it could take about a year or perhaps up to 2 or maybe even as long as 3 years before you have your hearing at the IAD to present your case for why you should be given an exemption and allowed to keep your PR status.

It's quite possible you'll have difficulty studying. You can't obtain a study permit since you are under appeal for your PR status. And it's quite possible universities/colleges will refuse to accept you as a domestic student since you don't have a valid PR card.
