my dad(PR card holder) lives with my mom in Dubai (Canadian citizen and working in Dubai). We applied for his PR card renewal and CIC is asking him to collect his card. His PR card is expired. I called CIC and they said his new PR card is sent and he has come and collect it.

Can he come to US and I go to pick him up? Will he be allowed to enter CANADA on expired card but in a private vehicle? We have the letter that shows he need to collect his PR card.

If they don't meet the PR residency obligations, they might to consider renounce and apply from scratch again or just apply visitor visa to visit Canada. It doesn't seems they want to live in Canada to begin with.
