Expired PR and didn't meet the obligation.

Hi,

I have a question about my PR card.
Let me explain my situation briefly.

I landed at Toronto as profesional immigrant in June 2002.
After a couple of weeks, I move to US for studying (for two years).
My original plan was to come back to Canada after 2 years. But things changed.
Now, I am finishing my PhD in US. (it has been 10 years studying in US, outside of Canada)
Obviously, I couldn't meet the obligation of 2 years stay out of 5 years.
And, my PR card is expired long times ago. (I didn't renew since I couldn't meet the obligation)
I don't think my PR is alive.

If I get a job in Canada (indeed it is in processing), Can I get start my PR again? renewal or reapply?
or do I have to work in Canada as a foreigner?

If it is possible to revive my PR, can my new family members can get PR?
I got married and have two kids (all happened in US)

What option do I have?

You have to reapply for PR.

Thanks for the reply.

That is the only way I thought.

But, does it have to be from scratch?
I mean since I had PR before, is there a short cut to obtain PR again?.
I hope there is.

Yep...
I think you will have to apply from Scratch. But as you might have a Job offer or Job in Canada, then you can might be able to apply as Skilled Worker with AEO.

Did you not get US residency?

I had read a long time back a post by PMM that the PR cards must be officially revoked if the residency obligations are not met. One has to revoke the PR cards so that the information may be duly entered in FOSS.

Rest of your questions have been answered already. There is now no shortcut to PR.

Cancelled and revoked cards
R60(a), (b) and (c) specify that a PR card must be revoked (cancelled in FOSS)
whenever information becomes available which confirms that:
(a) the permanent resident has become a Canadian citizen or otherwise has lost
permanent resident status;

(b) the permanent resident card has been lost, stolen or destroyed; or
(c) the permanent resident is deceased.

Applicants for citizenship are required to return their PR card during the citizenship
ceremony, in accordance with instructions in OM CP 03-01, ENF 03-05

PR cards
returned to CIC in this way are forwarded to the CPC-PRC for destruction. If the actual
card in question has been lost, or is otherwise unobtainable when an officer receives
confirmation that a holder is no longer eligible for a PR card, the circumstances of the
case are reported to the CPC-PRC so that the card may be revoked in FOSS.
