Experts' suggestions needed on visa office

Dear seniors/friends,

We are from Bangladesh and thinking of outbound spousal sponsorship class. My wife is living in Toronto and I am going to Finland for a Masters degree starting from September. If we apply in October, in which office should they forward my files? visa office responsible for Bangladesh? or visa office responsible for Finland? I heard that if I have 1 or more year's visa on a third country then its fine, but this web link is making me confused: http: // www. cic.gc.ca/english/immigrate/sponsor/spouse-apply-after.asp (1st para last line).

Please suggest.

If you are admitted to Finland for at least a year in September, you qualify to apply through the office responsible for Finland (London, UK).

Bear in mind whatever VO you apply from IF an interview is requested you will be expected to attend that VO
