Experts any pointers on trying for jobs from outside Canada

I am in the process of ECA, creating express entry profile..

Due to my low CRS scores, I just want to try my best for applying jobs in IT sector. My background IT- SAP, Supply Chain, Business Analysis, Project and Program management

1- Does anybody know people who got jobs before or after PR before even they moved to Canada....(going for final interview in Canada is different thing)

2- For PNP nomination - Apart from Ontario which Province has better chances of IT jobs ?

3- Also please recommend some tips to maximize job chances e.g. reaching out to recruiters on linkedin or just posting resume on Canada job sites.

I have the same scenario. It seems finding a job outside canada is not as easy as I thought it would be.
