How many chances to getting visa through express entery .....and how long the process of express Entery ... and my elder brother is also live in canada torrento with her family .... through express entery i have to get benfit are getting point on by brother side any benfit for if my brother is canada

recently I'm completed my bachleros in computer science .. but due to low % am not applying in student visa ..

You don't get any points for your brother/sister living in Canada. There might be changes in future for extra points being awarded for siblings in Canada though.

One of the condition of Express Entry is also language level (English or French) on the CBL 7 for international skilled workers and CBL 5 for Skilled trades.

I will be honest. The way you write points out to a beginner level of English. CBL 7 English is rather fluent English.
When it comes to student visa, you need also some student program from a canadian college or University to accept you. Usually part of the acceptance process is also language test (here universities prefer to have IELTS Academic version). The admission level there might be different, but most of the time they also require CBL level 7 or higher (which is around IELS 6+).

With your current English you do not have much chance for neither nor.
